Page Scrolling
When a screen holds more than fits on it, the page commands move through it.

When they are available
These commands appear only when the screen you are on actually has something that scrolls. On a screen that fits entirely in view there is nothing to page through, and the commands are not offered.
Which of the four you get follows the screen. A list that only runs downwards offers up and down; a row of items that runs sideways offers left and right.
Screens with more than one list
Some screens hold two or more separate scrolling areas. On those, say "FOCUS NEXT" to move the page commands onto the next one, and "FOCUS PREVIOUS" to go back. These two appear only when there is more than one area to choose between.
Reading a document
A document opened in the document viewer scrolls differently. Zoom in past level 1 and moving your head moves the view across the page, with "FREEZE WINDOW" to hold it still. Pages within a document move with "NEXT PAGE" and "PREVIOUS PAGE" rather than the page commands here.
