Dictation Will Not Connect
Can't connect to the dictation service means cloud dictation cannot reach the service it depends on. Local dictation is unaffected and keeps working.
Troubleshooting steps
1. Check the device is on Wi-Fi. Cloud dictation needs a connection. Local dictation does not, which is why everything else on the device can seem fine.
2. Update the device. Say "MY PROGRAMS", then "WIRELESS UPDATE", then "CHECK FOR UPDATES". Dictation depends on a service that changes from time to time, and a device left on an old version can be talking to something that no longer exists. This resolves it more often than anything else here.
3. Close the apps that were using dictation. Say "RECENT APPLICATIONS", then "DISMISS ALL". An app that held onto dictation while it was failing can keep failing after the underlying problem is fixed. Closing it clears that.
4. Run a network test. Say "ABOUT DEVICE", then "NETWORK TEST". If the later checks fail, a firewall is blocking the device and dictation is one of several things that will not work.
5. Use local dictation meanwhile. Say "MY SETTINGS", then "DICTATION", and choose the local option. It is less accurate and covers fewer languages, but it works without a network and it will keep you going.
Reporting the problem
Report it with the device's software version, from About Device, and the result of the network test. Providing both at the outset significantly reduces the time needed to diagnose the problem.
